District 5: Qualified Leadership versus a Troubling Record
Public office requires no background check, but it invites public scrutiny. Voters deserve to know a candidate’s record before casting their ballots.
Why Bruce Giudici Entered the Race
Bruce entered the District 5 Supervisor’s race after Clyde Clapp filed as the sole candidate. Knowing Clapp’s record of failed leadership, Bruce stepped forward to ensure voters had an alternative.
Clapp’s Electoral Record
In the 2016 recall election, Clapp slipped into a partial term with just 33% of the vote. In 2018, voters rejected his reelection bid by nearly a two-thirds margin.
Voters Deserve Accountability
The information below documents key aspects of Clyde Clapp’s record for District 5 voters to review before casting their ballots.

Clapp’s website claims:

Watch Clapp tell on himself
When asked: “What will you do to ensure better communication with your constituents?“
His response – He would hire his son to handle his communications “because the job is too overwhelming.”
In 12 seconds, Clapp appears to admit:
- “The job is too overwhelming” – He admits the job he’s asking us for is too much for him.
- He hired his son to do his communications – Sound like nepotism? And giving an outside personal hire access to internal and external communications is against the County’s IT privacy policy.
- Repeat offender – He did it when in office before, and would do it again.
- Constituents don’t know if it’s not Clyde responding to their messages.

Unlawful false & misleading claim on current official candidate statement
Pursuant to CA Elections Code § 18351 it’s illegal to knowingly make a false statement of a material fact in a candidate’s statement.

The material facts: Clyde wasn’t elected until November, months after the asphalt plant was shut down. He never even voted on this!
July 11, 2016: The Calaveras County Air Pollution Control Officer officially disapproved and denied the application for the hot mix asphalt plant. By July 29, 2016 all equipment was removed.

Unlawful false & misleading campaign material

Under CA Elections Code § 18350, it’s illegal for a candidate’s campaign materials to imply that one is an incumbent when they are not.
This is a recent photo of Clyde’s campaign sign taken in the Valley Springs area.
He is NOT running for re-election. Clyde has been out of office for almost eight years since D5 voters resoundingly rejected his actual re-election bid in November 2018.

Not just fraud, but financial elder abuse

Clapp’s candidate statement says: “With 40+ years as a general contractor and property owner, I understand land use and county government from hands-on experience.”
The record shows: His properties have been subject to numerous code compliance issues including: Converting garages into illegal dwellings he rented out as houses. Code compliance investigated and found sewage discharge creating a public health hazard.
